• Support government contracting operations for USAFE-AFAFRICA/A6’s BlackNet Operations Center (BNOC) • Review IT project and budget status, manage schedules, and prepare status reports • Assess IT projects and operational issues and develop resolutions to meet productivity, quality, and client‑satisfaction goals • Develop mechanisms for monitoring IT project progress, intervention, and problem solving with project managers, line managers, and clients • Coordinate installations, Authorized Service Interruptions (ASIs), and Preventive Maintenance Inspections (PMIs) for BlackNet operating locations • Oversee operational aspects of ongoing IT projects • Serve as liaison between project management and planning, network engineering, and line management • Assist in developing contract‑required products, including technical direction plans, rough‑order‑of‑magnitude pricing, and risk‑register management • Track BlackNet assets through the operating environment • Manage procurement tracking, budgetary impacts, and lifecycle requirements • Perform additional duties as assigned or required Requirements • 6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience • Experience supporting complex technical projects and or programs within the Department of Defense (DOD) • Strong understanding and ability to communicate confidently regarding IT networking and systems technologies • Strong working knowledge of DOD project management standards, risk management practices, and compliance requirements • Strong organization and analytical skills with attention to detail • Ability to work independently and as part of a team • Strong understanding of tools like MS Word, MS Excel, and MS PowerPoint • Excellent communication and interpersonal skills with ability to work effectively with a functionally diverse team • Must be able to obtain and maintain a Technical Expert Status Accreditation (TESA) to live and work in Germany • Must possess and maintain a TS/SCI clearance; and obtain/maintain additional clearance or accesses required by specific customer requirements Core Competencies Demonstrates expertise in managing IT projects within the Department of Defense, including risk management, compliance, and technical direction.
